The Ordinance has been in force for a little over 5 years and I submit its effect can scarcely be yet determined.
Just in 1893 the Bankruptcy of G. R. Stevens added somewhat to the Receiver's duties and the Bankruptcy of Lang last year accounts for $6,360 out of the $21,690 received - but this year 20 fresh bankruptcies have been declared, and the Receiver has cashed up to the present only $841 from old Bankruptcies.
It is difficult at present to say what addition should be made to the salary of the officer who undertakes these duties; the question of how these duties are to be performed, and by whom, will doubtless occupy the attention of the Retrenchment Committee, when enquiring into the department of the Supreme Court and I would submit to Your Excellency that this matter might stand over for the present.
53. With respect to the amount of security to be required from the Receiver, I am of opinion that the same should be fixed at not less than $5,000.
As bearing on the whole question I would call attention to the small amount received by him in 1892 and 1893, viz:- $11,092 and $21,693.48 and to the fact, that the balance in the bank to the credit of Mr Langster Shepherd both as Receiver and Trustee amounts only to $5,424.64 cents, most of which will ...
